I have a USB flash drive that I can't "safely" remove via the Unplug/Eject Hardware applet. When I try to stop the device, I get "The device 'Generic volume' cannot be stopped right now. Try stopping the device again later."
There are no open files on the drive (there aren't even any files at all actually). Even if I remove the drive letter and disable any anti-virus programs, I still can't remove it.
