I got my 4G4A+ to boot by replacing BuyAIB budget memory with Corsair PC3000. 256 for about the same price at 512 but at least the damn thing boots now.
First Win2K blue screened with a 'stop' error complaining that the boot device could not be read. Of course it was just reading from it. I removed a new CD-RW from the chain and that error went away. Now the boot hanged. So I did a safe boot with networking. agp440.sys is the last driver shown. I presume it first prints the name and then loads it.
It does this for both the built in AGP and my GF4-4200. I've had the AGP aperture at both 64 and 32 MB. My system booted fine with a CUSL-2 and the GF4.
So I really have to re-install win2k? That would be quite a bummer.
