Win2k AND WinXP Unable to create socket

I am having a rather strange problem, but I managed to duplicate it.. Let me explain.

A little over a month ago I was using win2k and it worked perfectly. One day when I got back to my room (I live on campus at a college with an ethernet connection) I was still connected to many things (ssh, irc, aim, etc) but I was not able to load new web pages. After I closed IRC I was not able to get back on, getting an "unable to create socket error". I thought it was a simple problem that a reboot would fix.. boy was I wrong.

After rebooting I still had a valid IP from my colleges DHCP server, and I could still 'ping' remote hosts but no tcp/ip applications worked (except ICQ, which I think might use udp?).. Removing and readding all my network connections didnt help either, in fact win2k is now totally useless (gets a 169 ip now).. which brings me to my next problem.

Since win2k's networking didnt work, I decided to try out WinXP beta2 (I got a copy from the preview proram). It worked great until last night when I decided to try to fix win2k again. I tried to reinstall it over thr current version but got a blue screen of death when installing and gave up. When I tried to load up XP again (from the 2k/xp boot loader) I found out 2k had overwriten part of it.. I had to run XP's revovery setup.

Anyway, after reinstalling XP and activating it (had to call up microsoft on the phone because of the next issue) winxp is having the SAME problem as win2k! Every tcp/ip application can not create sockets, I get a valid IP from the dhcp server, and I can ping remote hosts (even by name, not just ip). When I try to go somewhere in IE it gives me a dns error.

Any ideas? I'm stuck using my old copy of win98 until I get one of these operating systems fixed ugh hehe.

PS: I was searching around on newsgroups and found another call for help that seems to be the same problem as mine and I have emailed the guy to see if he fixed his win2k. I will post a reply here if he returns my email.

His story is as follows:

<< For some reason win2k is unable to create sockets. It started happening
while my computer was connected to the internet. I noticed that when I
tried to open a web page IE wouldn't connect, but all my other programs that
were already using the internet worked fine. I then rebooted, but when I
tried to use any internet program I would get a "unable to create socket"
type error. I have tried removing all network services and protocals and
and reinstalling them and this has not helped. I also uninstalled my
network card and reinstalled it but it also didn't solve the problem. What
can I do to fix it?? Please email me so I know someone has responded.
>>

Please help me if you can!

Update: After scouring around the internet I found instructions for people that had win98 and this problem. I made up my own for WinXP :) It works again. Anyway, if anyone should have this problem you do this:

Search your registery for all keys starting with "winsock"
Right click it and export it
Then delete it
(reboot, you might not have to but I did)
Goto network connections and uninstall tcp/ip from your network connection
(reboot, again you might not need to but I did)
Reinstall TCP/IP and it works!!! The registry entries for winsock were recreated and the connection works!

I have not tested this with win2k yet, but winxp is working great again.
