WIN2k and shutdown.exe ...aaaargh!

I am using the shutdown utility that came with the Windows 2000 resource kit to shutdown or reboot remote computers. Rebooting works fine, but when I tell it to shutdown, it will not power off. I end up with the "It is now safe to shut down your computer" screen. Machines will power off correctly if you do a standard shutdown, either locally or through tightVNC.

Machine info: Mixed range of P4 1.4 - 1.8, all imaged using Imagecast and sysprep.
