Win2k and modem speed

How can I get Win2K to report the correct modem speed instead of internal speed of 115k? I know it has something to do with DTE and DCE. The modem is a Winmodem with a PC Tel chip. I realize this is a cheao modem but it was for my brother in law machine. Any quick fixes? New driver did not work. Thanks!
