Win2k and DSL problem

Aright my friends, I have run into a problem that I have never encounetered before. I tried to install dsl on a neighbors computer and it didnt work. It had win Me on it. I hate Win ME. So i got rid of that since i figured ME was the reason it didnt want to connect and put WIN 2k on it. Win2k won't connect either. I have tried the following:

1) Re install new network card
2) Uninstall tcp/ip by deleting winsock and winsock2 in regedit
3) Re installed netbeu to replace tcp/ip as suggested on internet.
4) reformat machine..again...and again.
5) Install new Kingston NIC

Computer is plugged in and realizes it is plugged in to a 10 mbps ethenet lan. It is on a regular patch cable with hub running into dsl router. PLEASE HELP!!!
 
Bad modem...???
And what happens when you try to get on the net...???
No connection...???
Do you get a IP address...???
I know some ISP's need you to sign into the modem...
And you may have to enter in a Access Code...
I've got SBC DSL and I had to access the modem and enter a Access Code to get in on the net...
The Access Code would be on a sticker on the modem...
