win2k and 33% cpu?

hi, I am running win 2k and the cpu utilization bar in task manager is always around 33% in idle. The system idle processes show 99% cpu though. Has anybody else encountered this? ( I found out this because my seti times were horrible compared to win98)

If nothing is going on, then the System Idle process SHOULD be at 99% or so. This simply shows that the processor is 99% idle.

The point was even though the system idle processes is 99%, the cpu utilization(in the graph) is about 33%. It should be around 0 or 1, shouldn't it?
