Win2K ACPI/Power?

So my mother hosed one of the family computers with a virus. Win 2k. Had to do a repair install, however now the restart command doesn't work and the shutdown command does not power down the computer, merely halts the operating system.

I looked in Power management and didn't see anything. Any ideas? I'll try checking in the BIOS at some point but it's a dell comp w/crappy BIOS.

Note: Not actually able to get to the comp right now (college) but help is appreciated.
