I have both on my system, and can't say one is any better than the other. The built-in one is a "light" version of Diskkeeper, which was/is considered the best defrag tools for WinNT. I received my copy of Norton Utilities 2001 from work so it was free. The only advantage of Norton Speed Disk is that you can easily schedule defrag runs.

Only diskeeper 6.0 Defrags the paging file so it is a must,,,,,,
I'm not familiar with the Norton stuff because after messing with their AV and Ghost, I deremined their products to junk, prepackaged gameboy crap, which they are.

Well, if what kmmatney says is correct (and it certainly seems so), I might as well use DK Lite and then defrag the page file with the free page/registry defrag from sysinternals. Wouldn't you agree?
