Win2000 Permissions and deleting

I'm working on a win2000 server. I'm trying to restrict access for the users just in deleting files/folders in one directory but to be allowed to create them and edit them.

I made a new folder, gave the domain admins full access, then when I did the access for the domain users group I gave them everything (I tried a few different combos including full access) but denied delete and delete files/folders permissions.

Now when I log in as a user I can't create files/folders, rename old ones, open them or delete them, any ideas what I'm missing to only block out the right to delete?
