win2000 IE keeps wanting to open pages as files

windows 2000 service pack 4
Ok I click IE it, loads and starts to load the page at which case IE asks what do I want to do with the file, open save as or run if I choose open IE closes.If I click stop before it asks this, I can try to go to a different site through the address bar but it does the same thing.
If I click on internet settings to try and mess around with the plugins it does nothing so I can't manage the plugins.
Same exact thing if I try safe mode with networking
