Win2000 desktop refreshes by itself

at random times, when i load up a program, my desktop refreshes as those someone closed explorer.exe and reopened it again. what causes that? its not really too big of a problem, its just that icons in my taskbar disappear .

well it looks like the problem is explorer.exe, or is it?

when i click on my computer, desktop refreshes

when i click on windows explorer, desktop refreshes

when i click on control panel, desktop refreshes

when i click on my documents, desktop refreshes.

i just did a clean format yesterday, i really dont want to do that again. ijust finished reinstalling software today
