Win2 Server SNTP Time Server update triggers autodial? RRAS Filter help needed?

Ive just setup via cmd prompt for my Win2K Server to use a public time server over the net.
Now at random my modem which is used in RRAS for routing my Lan's Internet traffic is dialing up on its own sporadically and i think its the Time Server synch thats causing it?
If someone can offer me any help in how to setup the RRAS filter rules to prevent this occuring, but still allow the "Dial on demand" to work for Internet access i'd appreciate the help.
