Win10 v. 1803: Edge browser now runs continuously

Did anyone notice?: with the Windows 10 version 1803 "Red Stone 4 Spring Update" the Edge browser now runs continuously upon system boot, whether it's intentionally opened or not. If you try and run the 3rd-party program CCleaner, a pop-up windows appears, asking if you want to close the Edge browser.
So: is there an option to disable Edge from running at system startup?

I'm running version 1803 Build 17133.73.
Edge certainly doesn't run all the time here, perhaps you have something fouled up in your system, you need to remove and reinstall the update.
Have you attempted some "customizations" that may have gone wrong?

Looking at Task Manager Edge is not in the startup group under processes there is a browser broker and a runtime broker listed.

Considering that Microsoft has delayed the public launch of 1803 because of a major bug, one can only guess:
The issue is a blocking bug. I think it has to do with the roll out process. they were testing with 17133.73 roll out.
They have had issues with the same in previous builds.
