Win10 standard user device manager on startup

Anyone have any clue what is making Device Manager start up, on login, with a standard user, and how to prevent it? It's happening on two brand new OS loads, as of now.
 
Did you update all your drivers? Only thing I can think of it's trying to automatically update your drivers but is unable under a standard user account.
 
Windows is up to date. Logging in with an admin account does nothing like that. I suspect the same thing, but don't know how to prevent it, track down what's actually starting Device Manager, nor why these two PCs are doing the same thing, but not prior Windows 10 PCs (granted, there haven't been many, so far).
