WTF is this? I don't have full access to my privacy settings on my own PC?

I know that running O&O Shutup10 makes certain settings say that, but I've never run that on this PC.

I also know that MS likes to store your preference settings "in the cloud", and after a fresh re-install, they may re-set the settings to the stored settings in the cloud, leaving you a non-fresh install after all.

I've never used an MS account on this PC, and I haven't yet installed Skype on it either. I created a single local account "Admin", which is what I normally create whenever I install an MS OS.

Is it possible, that MS is using "cloud" settings, keyed off of my WAN IP, and "Admin"? Or are they scanning my forum login using their telemetry, and uniquely identifying me and my PC that way? (MS are crafty like that.)

You probably changed a group policy setting and forgot about it. For example, configuring automatic updates via GP gives you that message in the WU GUI.

That's the thing - I know for a fact that I did not.

I only used the regular Win10 GUI to set up my options under Privacy. I didn't use any third-party utilities like Shutup10 on this rig yet either.
