There's an interesting warning at the bottom of that page in German and when translated says:
ATTENTION! DO NOT IMPERATE!

THE UPDATE KB3197954 WAS UNINSTALLED AGAIN!
 
I tried using a slightly different command C:\WINDOWS\system32>dism /Online /Add-Package /PackagePath:C:\Temp\kb3197954-x64.cab and the cab install is working now. I'm in the process of installing it now. Thanks for posting this.

Edit: Installed it on both of my x64 machines and am installing it on my 32 bit tablet.

Ugh, this update showed up on my two Asus Bay Trail laptops, that I upgraded from 8.1 to Win10 1607, and it doesn't want to finish downloading. It gets "stuck" part-way though. Trying to get them to work. Don't really know what to do to Windows Update in 10 to get updates to work. Not really interested in hacking away at the OS to get this to work, maybe MS needs to revise the update, as they so often do.

I tried rebooting, disabling Windows Defender's Real-Time Protection (something I had to do on one of my other Win10 machines, in order to get the cumulative update of the month to come in), but that doesn't seem to be working this time.
 
I would like microsoft to improve defemder with windows 10 because it couldn't even detect 2 viruses and trojans. i had to get a none microsoft antivirus to remove the viruses or and trojans.
