Win10 Creator's Update, Windows Defender and auto file submission

Something that quite surprised me with the most recent version of Windows Defender is that if you don't have auto file submission enabled, WIndows 10 flags Defender as being in a problematic state.

If someone knows of a way to disable flagging for that specific reason only, I'd very much like to know it.

I fail to see why it might be such an issue for Defender to pop up a message asking the user if it's OK to submit a file for further testing to MS, as that's the way it's always been done.

I would assume, that it becomes more of a disclosure than anything else, they might check files you don't think are necessary, and that causes issues for people. It is not a problem for you because you understand why and under what circumstances it should be done. But for an average user that is entirely unnecessary. Unfortunately, I don't know a way of doing it. I would like to know one myself.
