Win10 1607 "laggier" for browsing, than 1511?

I just upgraded this AM1 Sempron 3850 1.3Ghz OCed to 1.605Ghz (stable), from Win10 1511 64-bit Home, to Win10 1607 64-bit Home, through Windows Update. I also used Disk Cleanup to delete the old OS, and then I manually downloaded and installed the AMD Crimson 16.7.3 APU drivers for Win10 64-bit.

I had been running Crimson 15.11 drivers, that were auto-installed, I believe, when I installed Win10 1511 64-bit fresh. Unfortunately, the auto-update in those drivers was broken, as it notified me of updates, but gave me an error about a missing file when I tried to update.

Anyways, I don't know if it's the video driver update, or the OS update that did it, but now my browsing in Waterfox 48.0.1 64-bit is MUCH laggier. (I just closed and re-started the browser, and that didn't fix it.)

Just scrolling with the mouse wheel, on these forums, has a lag of around 1-2sec before it even moves.

I didn't notice that before. Notice, this has nothing to do with page loading.

CPU usage for Waterfox hovers between 25-35 percent. (I'm streaming internet radio in the background.)

Has anyone else on a lower-end box notice that 1607 is laggier, in a Firefox-derived browser?

Oh, I went into Settings and disabled ALL of the background apps... that didn't help noticeably.

I'll bet that your cpu is not up to the task or a driver needs to be updated. The 15.11 drivers were problematic so try something like the 16.21 which I use on my laptop. They are the last one to support my HD6790M gpu. Even my tablet scrolls fine when browsing using any one of them. My dad's running 1607 with a dual core amd apu and it works just fine web browsing.
