what is the command to bring up the user management in xp pro where i can tell it to always use this certain user when logging in and not bring up the annoying password screen?

Control Panel > User Accounts > Change the way users log on... > Uncheck Use the Welcome Screen.

Then, make sure your account has a password (it won't work if your account has none), and install this:

Start > Programs > Powertoys for Windows XP > TweakUI > Logon > Autologon > set your user & password here.

Not sure, but you could just use TweakUI (XP Powertoys) and enable the AutoLogon feature.
