win xp tooltip problems

Often when I mouse over a file or menu item, the system freezes or resets when the tooltip is about to come up. Also does this sometimes when I right click and bring up that menu. This does not happen in safe mode, as far as I can tell. The video drivers seem to be working fine, but this keeps happening.

my specs:
AOpen AX4G Pro mobo
2.26ghz P4 Northwoods
Corsair XMS 512mb pc3200 ram
Win XP
XFX Geforce 4 Ti 4200 128mb
TB Santa Cruz

Ive tried disabling the onboard VGA, but that didn't work. Any help that anyone could provide would be much appreciated. Thanks

are you sure this isnt a mouse driver problem?

I doubt that it is a mouse driver problem, because when Win XP freezes, my USB keyboard stops working as well as the mouse (Intellimouse Explorer). Tried the mouse in the ps/2 port; the mouse doesn't shut off, but it still doesn't work.
