Win XP Recovery Console

A friend can't get her Win XP machine to do a proper start. She tried Safe Mode, and all other options shown on a startup screen, but the computer just goes to the same error screen, no matter how she tries to start. She does not see Recovery Console. Can it be accessed by hitting a certain key during startup?

The computer is a Sony, close to 3 years old.
