Win XP Pro No Tabs in Display Properties

Upgraded my wifes PC from Win 98SE to Win XP Pro. When I open the display properties box all the tabs (themes, desktop, screen saver, appearance, settings) are missing. Her video card is a Visiontek G3 Ultra and using 21.83 drivers. Any ideas how to fix this?
 
I haven't used Pro yet, but does that account have rights to change thing like that? Is the account a administrator account?
 
if you haven't already tried this, suggest you uninstall your present video drivers & then reinstall using the compatible XP driver!
