if you have a COA, would it be legal to install a corporate copy onto the system which contains a COA, using the corporate CD key instead of the COA CD key?

Sure, as long as you or your company own the Corporate License and are within the paid-for license count. Most VLK licenses should be on boxes with COAs already present, since VLK licenses are, legally, Upgrade-only licenses.

If you don't own the Corporate License, then it's a violation of Microsoft's licensing rules.
