Win XP not initializing display on startup

I just got a new PC (Win XP, Athlon XP 1700, Abit KG7Raid, GeForce MX200, Samsung 955DF), and sometimes when I start up or restart, the monitor doesn't initialize (the green light in front blinks, as if there's no video source). If I hit the reset button on the PC, it always fixes the problem.

I tried increasing the IDE delay in the BIOS (I thought that the hard drives weren't spinning up fast enough) but that didn't fix the problem. Any ideas what it could be?
