Win XP Network Slow File Transfer then Stops

I've been trying to workout a network issue (I assume) details here..

Why would a PC be able to move/copy files out to any network share but not copy from. Also none of the other PC can move/copy "to" or "from" the problem PC.

The internet runs fine as far as I can tell.

When the problem PC is copying/moving out to the shares the CPU is ~9&#37;. Any other mode and the problem PC CPU is 50-60% utilization while the other PCs run <15%.

The problem is more accurately described as the transfer of files starts off moderately speed but fluctuating for ~10sec. then slows right down to a crawl then eventually drops out.

I've tried two different NIC 1 built-in and one PCI. I get the same results.

Update: It turns out I'm having an issue with shares not on the OS boot-able HDD. I placed a temp share on the main drive and I can sustain gigabit network @20%. Both the boot drive and the share drives are SATA. I did not have this issue when the original build was three IDE drives. Are the XP issues pertaining to shares setup like this?
