Win XP: Network Connection

I work for the best buy tech bench and i have a problem that actually i have 2 computers in with it. they are on dial up and cannot connect. both win xp home one dell one emachine - they dial up properly just cannot get on their network.

when i go into diagnostic mode on msconfig and try to goto Internet Properties and add a connection they say

"Error 5: Access is Denied"
"Error 11: Access is Denied"

Is there a new virus or spyware causing this?
