Win XP modem question

Hi! I have a dial-up internet connection. How come Win XP detects the modem as not present if I don't turn it on before I turn on the computer? That way I have to restart the system with the modem turned on, which is really anooying. Is there a solution to this? Another question: How do I get Windows Explorer to show previews and info of files like it used to do with the View as Webpage mode.
 
On the modem thing. Everything has to be turned on before you turn on your computer otherwise it doesn't get configured right on the startup, just like a scanner or printer.
 
Yes... if the modem is not USB... you must turn it on.

A lot of devices now support turning them on while in Windows and almost all USB devices support this same method.

I take it the modem is using a serial cable... then yes... turn it on before start up so the BIOS can nicely give it an IRQ to work with.
