Win XP, "Lock Computer" option missing from the CTRL+ALT+DELETE menu following a reboot?

After this computer was moved now when you go to the Windows Security menu when you hit CTRL+ALT+DELETE you cannot pick the Lock Computer option, I searched around the net a bit and couldn't figure out why this is, I am logged in as an admin.
