Win XP - Is it "Shut Down" or "Turn off Computer"?

I have a random question about Windows XP and its start menu behavior in terms of the Shut Down function: Is there a version of Windows XP Professional where the user clicks Start and points to "Shut Down?" The way I've always seen it, it says Turn off Computer first, then if you have disabled Fast User Switching, then it will say Shut Down and not Turn Off.

After doing a Bing image search, it appears sometimes it will say Shut Down after clicking Start:

Yes.

it is based on whether you have the Welcome Screen enabled or not. Enabled gives you "Turn off computer", disabled gives you shutdown.
