Win XP freezing + comport error

First of all, everytime i boot up my computer i get this com port error in the error log:

The COM+ Event System failed to fire the ConnectionMade method on subscription {4C06383D-A756-47C3-8E6F-B61F35B68E57}-{00000000-0000-0000-0000-000000000000}-{00000000-0000-0000-0000-000000000000}. The subscriber returned HRESULT 80004001.

Second, i have to boot up my computer a LOT because for some reason xp randomly freezes. But this is unlike any freeze I've seen before: i'll be doing something in xp, or even idling (away from computer, watching tv or something), and when i come back the computer won't be frozen, but freezing for 5 seconds or so, then unfreezing for 5 seconds or so, then repeating, until I reboot. I thought the problem was my really old 10 gig harddrive, but this seems not to be, since I took that out and i still get this problem. Also, when this problem occurs i lose my internet connection and i can't write to my harddrive anymore; i know this because i lost 5 hrs of writing thinking that when i pounded on the save file option the thing would actually, y'know, save..

Also, whenever i exit quake3 and i have winamp open the computer freezes-- i think thats winamp, the problem, but i have not tested closing quake3 without winamp open, to see if it wouldn't freeze.

my computer is:
athlon tbird 1ghz
17 gig maxtor 72000 hd ata66
40 gig maxtor 72000 hd ata100 <- my primary drive, but the letter is e
msi geforce3 ti200
640 megs pc133 ram
some network card + cable modem
sound blaster live value
pacific digital 8x8x32 cdrw

also, i heard somewhere winxp automatically takes up 20% of your internet's bandwith.. is this true?
