Win XP focus scheme like in metacity?

My focus follows the mouse but when i click anywhere on a window it raises it. i like it when the window only raises when you click on the title bar. is there a way to do this in windows?
 
yes that allows the focus to follow the mouse. on top of that i would like the window to be raised to the top only when you click on the title bar, and a middle click on the title bar to send the window behind all the others. i love the focus scheme in metacity.
