Win XP Favorites not opening?!

Im running Win xp pro and when I single one of the websites from my Favorties menu(from the Start Menu), they don't open. What's wierd though is that it's not always doing this. It's only "most of the time." Any ideas?
 
Try this, click Start > Run and type regsvr32 urlmon.dll and then hit enter or click ok. You should get a message that DllRegisterServer in urlmon.dll succeeded, click ok and see if that helps. If not then boot from xp pro cdrom after it loads files at prompt hit enter to install xp, then at next prompt hit f8 to accept the license agreement and then press r to repair selected xp installation at the last prompt. This will repair all portion of windows istall and leave in tact your drivers, settings and software. One of this 2 will most likely solve this issue.
 
All the repair option does is get you to a command prompt at "c:\windows". I can get there from a win98 floppy. What am I supposed to type at the command prompt?
