My PC at work has 7 dots near the start button on XP. They are stacked in two vertical columns, 4 in the left and 3 on the right. They weren't always there. Anyone know what this is? I get a double arrow on my cursor when I mouse over it, and nothing happens when I right or left click it.

That is the divider (graphic only) that separates your start button from the rest of the task bar.

It is part of the desktop theme. Since you have not selected to display the quick launch toolbar,

you cannot move the divider. (the double arrow cursor usually means you are on a moveable boundary,

but you cannot resize the start button this way)

Right click the taskbar and select "Lock the Taskbar". They will disappear. They are there to let you know that the task bar is unlocked and able to accept new shortcuts.

That divider also lets you move different toolbars around on your taskbar. For instance, if you have the quick launch toolbar, and the taskbar up, you could drag that divider towards the system tray to change the location and size of that toolbar.
