Win XP and CPU Usage problem -- Help!

My sister has a new dell laptop (Ispirion 8100) with Windows XP. I fired it up this morning and noticed the mouse was hanging occassionally. According to task manager and performance monitor the cpu usage is jumping to one hundred percent every ten seconds and the hard drive lights come one. The mouse hangs during this spike. The culprit according to the monitor is explorer.exe. It's jumping to 100% every ten seconds. I've diabled all other programs and still the spike, obviously I can't disable explorer as it runs everything, including the desktop. I've reinstalled XP and still the problem persists. Any ideads?
