Win NT4.0 with QuickLauch tool bar ?

Is there a way to add a Quicklauch bar (like windows 98 and win2000)
Would like it to be done without secondary software programs..
looking for a Exporer tick or hack?
 
The QuickLaunch bar is part of the Windows Desktop Update package that came with Internet Explorer version 4.xx

In order to get the Desktop Update, you have to install IE4, as the Desktop Update is not included with any other version of IE. Once you have installed IE4, you are free to upgrade to IE5 or IE6.

If you have IE5 or IE6 already installed, you must uninstall it, install IE4, then upgrade to the latest IE again.
 
Anyone know why MS just won't include QuickLaunch with any version of IE over 4.0? They certainly update ActiveDesktop and QuickLaunch, but they won't install it outright. At least only NT4, WIn95 and WIN98 are affected. Win98SE and later are good to go.
