Win 98SE...Start Button slow to popup...context menus take minutes to appear....why???

My computer has just developed a problem and I can't figure out what is causing it. When I click on the Start Button, it takes 10-15 seconds to appear. If I right-click on the Desktop or on a desktop Icon, the computer freezes for about a minute and then displays the context menu.

I have tried using MSCONFIG to disable all startup applications, and that did not help. If anyone has ever seen anything like this before, please let me know.
