win 98se glitch, caused by virus

its a known glitch, where a system no longer shuts down after clicking shut down, i've got 3-4 systems that do this that I need help fixing. also one its caused by the emanuel virus. where can i go to find out the repair for the no shut down issue, got a few freinds it happens to, i've never had to fix it till now, any help please?
