Win 98se constant "refreshing" problem

Hi, I am having a wierd problem with a brand new installation of Win 98se. I did a clean install of the OS on a freshly partitioned and formatted drive. After Windows starts, it acts as if it is constantly checking for something or almost like it's "refreshing" every 4 or 5 seconds. Every few seconds the cursor icon changes to the arrow with the hour glass and then back again. If I have Windows explorer open, the left pane also refreshes every time this happens. It is driving me crazy and annoying me very much. First let me say that I've had this same copy of Win 98se installed on my system since SE came out and have not had this problem before. After I noticed this strange activity I wiped out the drive again and reinstalled, but got the same result. I did a cursory search in Microsoft's knowledge base but couldn't find any reference to this problem. Does anyone know what's going on and how to fix it? I would very much appreciate any help you could offer.

Do you have a CDRW? This happens if you accidentally leave a blank CDR in the drive....Win98 just keeps on trying to refresh every few seconds because it is trying to read the blank CDR but cannot.
