WIN 98 SE 'START' button

I just installed WIN 98 SE over WIN 95 and now the START button on the lower left of the WIN screen no longer works. I can right click it and it shows a few options but no RUN or SHUTDOWN. The button was never a problem before but just showed up after the new install.
I checked CONTROL PANEL but could not find anything there to adjust.

Any ideas as to the fix?

You got a bad upgrade . . . I would reinstall 98SE over itself.

But first . . . what happens when you press the Windows key between Ctrl and Alt?

What happens when you press Ctrl-Esc ?

If these don't work, you got a bad install.

I'll check those keys when I get back to work tomorrow and see what happens.

I tried those keys today and nothing happened.

I also get NTKERN error as well as DDEML.DLL and POWERPROF.DLL errors.

Don't know what they are.

Honestly, it sounds like a fresh install on a formatted hard drive would be the best bet in this situation. Continually re-installing Windows on top of itself is only going to screw things up even more.
