WIN 98 SE shutdown problem !!!!!!!

HI, i still cannot shut down my pc after installing the patches. I have already install both the windows patch. I have install the nvidia detonator 6.31, but the problem still appear.I tried with 6.18, but still the same.

It happens after i play counterstrike.I played sim city and the same thing happens.I shutdown but it hangs at the windows is shutting down.

so what is the problem with it ?
pls help.

ASUS P3V4X BIOS 1005
p3 700
32MB nvidia TNT2 M64 with 6.31 detonator drivers
SB AWE32 sound card with drivers from the windows 98se cd
15GB Quantum HDD
