Win 98 reboots at desktop

Just my luck - I had a power outage as my system was Posting - I actually think it got past the post stage and was just about to start Win 98. It made it past the splash screen and to the desktop where it tried to "find" previously-installed hardware. I cancelled the operation and Win98 proceeded to reboot, where it went through the same process. I went into safe mode and it got to the desktop fine.

In safe mode, I noticed multiple entries in the system device manager for most of my hardware as well as the system hardware.
I guess the question is - Is this a Win98 problem or BIOS problem? I've already loaded the fail-safe bios and even cleared it with the jumper. I guess the next step would be to pull out all the PC cards except for video and re-install each one. I'd like to avoid re-installing Win98 if possible.

Any help is appreciated.

p4 1.8
Geforce 4 TI4200
SB Live
Kingston ethernet card
DVD drive and two HDs

Did you stop an installation that was in progress? It sounds as if windows is looking for something that is supposed to be there, but isn't. If so, reinstall the program in safe mode. You may also have to remove the devices from device manager and let windows detect/install them on the next boot.
