Win 98 FE wants usb driver after all other drivers are loaded

Biostar m7sua ( m7vkq pro ) win98 First edition (extracted from a reinstallation cd - hp )
Loads win 98 ok.
Installs lan, video, usb 2.0, sound from driver cd ok.
After reboot asks for pci to usb controller driver
tried pointing to usb 2.0 drivers from driver cd - it does not recognize them / will not install
tried downloaded via usb 2.0 driver - it tries to install but reports that there are no usb 1.1 devices
so installation will cancel / enable usb device in m-board bios and try again.
tried searchng the win98 cd(extracted - not the reinstall cd ) and it doesn't find them there.
Help!?!?
