Win 98: Cannot get auto arrange to turn off!

Recently restored a registry and also swapped out a video card. WAS working fine, but now I cannot get auto arrange to turn off. NO, the AA option is NOT checked.🙂

All of the icons are arranged and dragging them will not make them move.
