Win 8.1 pro taking over a minute to boot off a S EVO 250GB SSD after encrypting

Does not seem out of line. It has to decrypt everything it uses. Have you read all the TrueCrypt problems in the Security Forum?

Try this - uninstall and remove TC and see if it behaves normally. That should provide the reason for slowness.
 
If encryption is a big issue for you, then you should have gotten a Opal compliant SSD. (though, your system also needs to support Opal).
Then, the speed hit with have been marginal.

No idea about how big of a impact true crypt on a SSD has, but, as corky said, that doesn't seem to be that bad, since it is all done via software instead of hardware.
 
What CPU and what encryption algorithms? Truecrypt should leverage hardware AES instructions if your CPU supports them.

My sense is that the problem stems from total drive encryption including the OS. Why? Encryption should really be limited to partitions and files that merit such protection.

Files are decrypted/encrypted as they are read/written with very little speed reduction. There is a initial one-time time cost encrypting the entire disk. It's possible the load time is normal given the OP's hardware and encryption options (no CPU AES support, slow CPU, lots of startup apps, etc).

Encrypting the OS makes sense though. There is a lot of information stored in temp files, registry, etc. There may also be a concern that OS files if unencrypted may be secretly replaced with malicious versions.

My CPU is the new Haswell 8 core.
Although my boot time is increased after it gets into the OS everything is just as fast as it ever was, I am going to install a Plextor m.2.
 
I don't get it, about thirty minutes ago I powered on this PC and the stars in a circle were spinning fast and the computer booted in less than thirty seconds.
I wonder what could be going on.
