Win 8.1 - Customer Experience Improvement Program

Looking at the event viewer in win 8.1, I've just noticed every time I boot the pc, it lists an entry
“User Log-on Notification for Customer Experience Improvement Program”

I’ve looked in control panel – action centre – change action centre settings – c..e..i..program settings

It is set to off, so why does it still log a entry in event viewer?
