Ok I am entirely stumped now.

Updating my Win7 to 8.1 DOES NOT KEEP MY "apps" and settings?
Why? If so..what's the point in "upgrading".

I know it's ridiculous, its best to always do a clean install they're a diff. OS and they have diff. driver compatibility issues, not all drivers from Windows8 work on Windows perfectly such as the Intel Management Interface, nVIDIA Drivers, Bluetooth Drivers are just a few to name

Are you sure? When I upgraded from 7 to 8 (not 8.1) all of my applications came along. For sure my system settings got reset, which I fully expected, but I didn't have to reinstall any programs. I was given the option to remove all of my data but it wasn't required.

It did for me. I upgraded from 7 to 8 and then from 8 to 8.1 and it saved my settings both times.

Yes after some research people say upg from 7 --> 8 --> 8.1 retains your settings, not that this makes any sense to me.

I have a vague memory of reading something about going from 7 -> 8.1 would remove everything but 7 > 8 > 8.1 works fine. Doesn't make much sense but a clean install is usually better anyway. I installed 8 on my PC just before 8.1 came out.

It keeps Personal files only according to Microsoft,http://windows.microsoft.com/en-gb/windows-8/upgrade-to-windows-8

  • If you're running Windows 8, your Windows Store apps will need to be reinstalled from the Store. In the Store, swipe down from the top edge of the screen or right-click, tap or click Your apps, select the apps you want to install, then tap or click Install. You can also reinstall apps from the Start screen by tapping or clicking the tiles.
  • If you're running Windows 7, Windows Vista or Windows XP, all of your apps will need to be reinstalled using the original installation discs, or purchase confirmation emails if you bought the apps online.
I guess its down to compatibility and less issues if it only keeps personal files only from Win7 when you go to 8.1

Straight 7 Pro to 8 Pro upgrade (not 8.1 the first time around) worked fine. 8 to 8.1 had me only dealing with a driver reinstall for a motherboard component.

Programs that I use that sat with 7, and moved to 8 (and 8.1 fine)

Autodesk Design Premium Suite 2012,
Corel Draw Suite X5
Art Rage Studio 3
Corel Videostudio X2
Opera (the old unchromified version)
Steam
Origin
Microsoft SQL Server 2012 Express
MPC-HC (any codecs I used before went over fine)
Avira Antivirus (the free one) - on the Surface Pro I did need to reinstall it though coming from 8 to 8.1

You can keep your personal files and apps, even though it implies you cant. I think when I initially upgraded from Windows 7 to Windows 8, it just said personal files. Then the wizard did a couple of things, and then it was back to that screen. I dont remember exactly what I did, but it was akin to saying no and choose something else, then there was an option to save personal files and apps. For the most part, everything worked. Maybe too well, as it kept Microsoft Security Essentials and Geforce Experience, which caused some problems when I installed 8.1.

Nope, With Apple. you can go from 10.6 to 10.9.

Somehow Microsoft still has not figured it out.

I had to reinstall all apps when I went to7 to 8.1

And they still scratch their heads why retail copies are not selling.

Yesterday I went from 7 Pro to 8 Pro. Worked fine and it kept all my programs etc. I then went to 8.1 and again, everything was transferred just fine.
