I run many putty windows at one time, but windows sticks them all together based on launch order. I want to change this arrangement. Before you say it, taskbar buttons: "never group." Does not solve this problem.
EDIT: My problem occurs with all apps (not just putty). Launch two instances of FF. One is on the left, and one on the right. I want to put the one on the right on the left.
