can it go avove 100 % ?

Looks like the turbo multiplier is on when windows thinks it should be off. Pretty much all software measurements are prone to random errors like this, no big deal.

My best guess is your motherboard is forcing the cores to use a ratio meant for a single core.

It's actually the turbo boost. You know how the iSeries processors can turboboost up to xxxx mhz more than the original? If you do that math, it's the result of Turboboost enabled.
