Why is the blue circle next to the cursor pulsating on and off? I can hear the HD working when this is going on. What is causing this action and where do I look to find out? New install and it never did this before on the old system.

any help is appreciated.
 
Download and run Process Explorer. This will show you all the executables running on your machine and the resources they are consuming in real time. Drag the down the graphs at the top so each has its own row. Mouse over the blue graph to see I/O and hard disk activity. Also right click on the column titles to select which properties are shown for each individual process.
